2. Democratization of Laws & Access to Justice

This is a project of Civil and Political Right Promotion Program of the Institute

Aims and Objective:

• Pakistan Institute of Human Rights  has set following aims and objectives for the center for Democratization of Laws and Access to Justice.
• Lobbying amongst parliamentarians for formulation of democratic and public friendly laws .
• Preparing model draft laws for parliament and lobbying for their implementation
• Bringing present laws in conformity with the international human rights standards .
• Incorporation of international human rights norms and values in the future legislation of Pakistan.
• Presentation of draft proposals to parliamentarians.
• Promotion of good governance through access to Justice program in Pakistan to alleviate poverty and protect FDI in Pakistan.

Working Plan

To achieve the aims and objective of the Center the Institute has decide to request Mr. Afrasiab Khattak , Chairperson of Human Rights Commission of Pakistan, to patronize this project and collaborate with  a team of constitutional experts , jurists and practicing lawyers who are already working in these issues . It is hoped that under the patronage of Mr. Afrasiab Khattak and team of jurists, constitutional experts and practicing lawyers will work more effectively, properly and in a more professional manner with a strong sprit and will, it is also hope that this coordinated effort will give more effective results.

Under this project a group of experts will :

• Review the present laws.
• Publish alternative draft laws.
• Propose amendments in these laws.
• Persuade legislators to formulate laws in conformity with the international human rights norms and values
• Persuade the legislators to make more and more public friendly laws like product liability laws , consumers protection laws etc.
• To establish a comprehensive system of legislative watch in Islamabad .

This project will also under take following activities:

• Support of Independent judiciary.
• Presenting recommendations for the reforms on the judicial system and its out look.
• Introduction of new alternative ways and means that will provide just, fair, and speedy justice at a reasonable cost.
• Monitoring of the judicial reforms and access  to justice system.
• Promotion of ADR at different level in the society in a systematic way.
• Promote gender equality in the legal profession in Pakistan
• Formulate reports for the government to make more sustainable policies.
• Introduction of draft laws which can built confidence of  foreign investors and bring more FDIs in Pakistan.
• Sensitizing legal community about international human rights standards.
• Coordinate with other NGOs working in the same field to have more effective and united efforts.
• Awareness about fair laws and access to justice.
